RAMP WORK SCHEDULED TO BEGIN THE WEEK OF JULY 6TH IN GURNEE ON TRI-STATE TOLLWAY (I-94) GRAND AVENUE INTERCHANGE
Motorists that use the interchange at Grand Ave. and I-94 should be prepared for some big changes as this two year reconstruction project gets underway. It begins the week of July 7 with the closure of eastbound I-94 ramp to westbound Grand Ave. This is the first of four scheduled ramp reconstructions scheduled for this year to improve safety and extend the life of the roadway.
Full closure with detour scheduled for ramp connecting eastbound I-94 to westbound Grand Avenue
The Illinois Tollway will begin construction this week on the Grand Avenue (Illinois Route 132) Interchange Project on the Tri-State Tollway (I-94) in Gurnee. The two-year, $19.4 million project will start with work to prepare for reconstruction of three ramps, including closure of the ramp connecting eastbound I-94 to westbound Grand Avenue beginning the week of July 7. Electronic message signs and directional signs will be put in place to alert drivers.
In 2014, four ramps are scheduled for reconstruction including the ramps carrying I-94 traffic in both directions to westbound Grand Avenue and the ramps carrying westbound Grand Avenue traffic to westbound I-94 and eastbound Grand Avenue to eastbound I-94.
“The reconstruction of the Grand Avenue Interchange is an investment that will improve travel for Tollway customers, as well as benefit businesses and tourism in Gurnee and Lake County,” said Illinois Tollway Executive Director Kristi Lafleur. “The project is needed to keep these ramps in safe, working order and extend the life of the interchange for the more than 40,000 drivers that use this interchange daily.”
This week, temporary pavement work is scheduled to begin to prepare for reconstruction of the two ramps connecting westbound I-94 to westbound Grand Avenue and eastbound Grand Avenue to eastbound I-94. This work includes shoulder widening on the two ramps, and traffic will be shifted with no reduction in ramp lanes. When the advance work is completed, traffic on both ramps will be shifted to create work zones. Both ramps will remain open during reconstruction.
In addition, shoulder patching and rumble strip removal are scheduled on I-94 to prepare for a traffic shift to accommodate ramp reconstruction. This advance work will be done during overnight hours to minimize the impact on traffic.
Ramp closure and detour scheduled
During the week of July 7, the ramp carrying traffic from eastbound I-94 to westbound Grand Avenue is scheduled to close with a detour for about two months. The detour will direct traffic onto the exit ramp to eastbound Grand Avenue and then back onto westbound I-94 to reach the exit ramp to westbound Grand Avenue. More than 2,000 vehicles use this ramp daily.
A full closure is necessary to complete the reconstruction because the ramp is too narrow to safely accommodate traffic during construction. In addition to providing a safe work zone for construction workers and drivers, closure of the ramps will allow work to be completed in half the time and reduce the impact on Tollway traffic.
Upon completion of work on that ramp, the ramp connecting westbound Grand Avenue to westbound I-94 will close for about two months this fall. A similar detour via the Grand Avenue Interchange will be in place while this ramp is closed. Up to 580 vehicles use this ramp daily.
Grand Avenue (Illinois Route 132) Interchange Project
The Grand Avenue (Illinois Route 132) Interchange Project includes rebuilding seven of the eight ramps that make up the interchange in 2014 and 2015. The remaining ramp carrying traffic from Grand Avenue to eastbound I-94 was reconstructed as part of the rebuilding and widening of I-94 completed in 2009.
The project includes removing the existing ramp pavement and replacing it with new concrete pavement and removing and replacing the existing shoulders with asphalt. In addition, several of the ramps will be realigned, allowing traffic to flow more freely.
In addition to this year’s construction, work scheduled for 2015 includes reconstruction of the ramps from westbound I-94 to eastbound Grand Avenue and from westbound Grand Avenue to eastbound I-94, as well as a closure with a detour for the reconstruction of the ramp from eastbound Grand Avenue to westbound I-94.
The project is being coordinated with the Illinois Department of Transportation, the village of Gurnee, Lake County, local fire and police departments, as well as the Lake County Convention and Visitors Bureau, Six Flags Great America, Gurnee Mills Mall and Key Lime Cove.
The Grand Avenue (Illinois Route 132) Interchange Project on the Tri-State Tollway (I-94) is part of the 15-year, $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future. More than 40,000 vehicles use this interchange daily.
Work Zone Safety
A 25 mph speed limit is in effect 24/7 on ramps in the construction zone whether or not workers are present. In addition, a 30 mph speed limit will be in place on Grand Avenue and a 45 mph speed limit on I-94. Drivers should continue to watch for changing traffic patterns and use caution at all times.
Illinois State Police have zero tolerance for drivers speeding in work zones. The minimum penalty for speeding in a work zone is $375. Posted signs advise drivers of a $10,000 fine and 14-year jail sentence for hitting a roadway worker.
