The Illinois EPA has issued a permit authorizing development of the Groot Industries Eco-Campus in Round Lake Park for a Construction and Demolition Debris (CDD) recycling site. Prior to actual operation of the facility, Groot will need to apply to the Illinois EPA and receive an operating permit, however, the conditions under which the facility will be required to operate the site have also been placed in the development permit.

EPA has no regulatory authority over traffic or property values

In their letter addressing the concerns of local residents regarding additional vehicle traffic, decrease in property value, and noise, the EPA stated that they do not have regulatory authority over the additional traffic that it may create nor the effect it might have on surrounding property values. They did state that the facility, once the operating permit is finally issued, would only be able to receive debris during the hours of 6:00 AM to 6:00 PM Monday through Saturday. Any outside grinding or shredding would have to be done between the hours of 8:00 AM to 4:00 PM Monday through Friday.
